Welcome to Cougar Tactics! My name is Rich Merriman, and I am a 20-year law enforcement veteran with a passion for training and empowering others. Throughout my career, I have seen firsthand the challenges that smaller law enforcement agencies and Tier 2 agencies face in accessing state-mandated training. That’s why I founded Cougar Tactics—to provide high-quality, compliant, and effective training solutions tailored to the needs of these departments.
In addition to law enforcement training, I believe in equipping everyday citizens with the knowledge and confidence to protect themselves. That’s why Cougar Tactics also offers basic self-defense and handgun courses, helping individuals build essential skills in situational awareness, personal safety, and responsible firearm use.
At Cougar Tactics, my mission is simple: to ensure officers and citizens alike have access to the training they need to stay safe, prepared, and confident in any situation. Whether you’re in law enforcement or simply looking to improve your personal safety skills, I am here to help.

My Story
After college, I began my law enforcement career working in the county jail, where I gained invaluable experience in handling a wide range of situations and interacting with individuals from all walks of life. I was then hired as a merit deputy and became a graduate of the Indiana Law Enforcement Academy, officially beginning my career on the road. Over the years, I have had the opportunity to serve in multiple specialized roles, including Accident Investigator, Field Evidence Technician, SWAT Operator, and SWAT Sniper.
Where I truly found my passion, however, was in training and mentorship. As a Field Training Officer (FTO), I discovered how rewarding it was to shape and guide new officers as they started their careers. That passion grew as I took on the role of Field Training Coordinator, overseeing the development of new recruits and ensuring they were prepared for the challenges of the job.
I am a certified instructor in multiple disciplines, including Firearms, Defensive Tactics, Emergency Vehicle Operations, STOPS (Strategies & Tactics of Patrol Stops), and TASER—where I hold the designation of Master Instructor.
Today, I continue to serve as a merit deputy, now in the role of Training Coordinator for my agency. Through Cougar Tactics, I am dedicated to providing high-quality training to law enforcement agencies and citizens, ensuring they have the skills and knowledge necessary to stay safe and effective in any situation.
